COVID-19 – Is Construction Theft rising?

For a long time, the construction industry has come under attack from thieves and vandals looking to steal plant tools and equipment and make quick money. Overall, the estimated losses from construction sites very from £400m to well over £1bn every year with an additional £770m per year lost to metal thefts.

Earlier in April 2020, The Construction Equipment Association (CEA) found that in the first two weeks of lockdown plant and tool thefts sharply rose compared to pre-lockdown levels due to personnel including on-site security leaving as a result of coronavirus social distancing measures – resulting in criminal gangs exploiting the situation. And although some construction sites have returned to normal operations they are still being targeted.

In December 2020, four men and a woman were arrested in connection to a number of thefts in the South Yorkshire area. Between March and November 2020, around 40 new housing developments were burgled with thieves stealing newly installed boilers as well as machinery and tools.

For larger construction sites the bigger they are the bigger the potential problems. This means that larger construction sites need to boost their security profile, investing in GPS trackers for their vehicles alongside current security measures such as CCTV and manned guard points.

Whilst new developments are still being built, many councils and local authorities look to regeneration projects, leading to re-furbishing and regenerating buildings and site which pose their own unique set of problems. Arron Mills, director of Archon Services – a firm specialising on construction and property security said “The rise of large-scale regeneration sites that cover dozens, if not hundreds of acres of land create a new challenge for security” “these sites are often very open because its not possible to encircle the entire area with fencing or boarding’s due to the presence of public spaces and community facilities.

Cardiff: Are Delivery Drivers Safe from Theft?

Christmas is often a stressful year for some, with many scrambling to get to our high streets to get everything ready for the big day. However, with the Coronavirus still around, people are being urged to maintain social distancing when shopping it’s resulted in many avoiding their high street and taking to online shopping to their shopping done.

Although statistics regarding sales in November have yet to be released yet, in October 2020 the National Office of Statistics found that in the month of October food sales increased by 99.2%, department store sales increased by 87.2% and other non-food stores by 89.7%.

And with a majority of online sales being made at the largest retailer Amazon, there has been an increased number of delivery drivers, delivering our precious orders. However, with this increase in sales and deliveries, there has also been an increase in delivery van thefts.

Earlier this month, South Wales Police released footage showing a delivery driver pulling up to a property and delivering parcels in Bridge Street in the Centre of Cardiff. Moments later a person sees the van left running and open and immediately climbs into the cabin and leaves with the van and all the parcels inside. And this isn’t the only theft. Another delivery vehicle was stolen in Llanrumney containing 30 parcels – some of which were later found discarded in a nearby lane.

South Wales Police are still investigating the theft of these vehicles and their contents so if you have any information regarding this please get in touch with them.

In another part of the UK, one delivery driver hung onto his van while a thief stole his vehicle in an attempt to stop his vehicle from being stolen. You can read more here

Following this recent spate of delivery van thefts, South Wales Police have issued some advice to delivery drivers delivering parcels this Christmas.

Remove keys and lock vehicle doors.

Whenever the vehicle is left attended, even for a second it’s important that you remove the keys and lock your vehicle. This includes paying for fuel, making a delivery, or receiving instructions.

Lock your doors when driving

Drive with the doors locked in order to deter thieves who may try to enter the vehicle when it’s stationary. If anti-theft systems are fitted make sure they are working and use them.

Park at approved locations

If you are parking the vehicle overnight, park them at approved locations and avoid dark isolated places. Try to park in a way that prevents thieves from gaining access to the rear doors. Be aware of bogus officials

It can be easy to assume that when someone is wearing a uniform and ID badge their official. However, you could be wrong. It’s important that you are aware of bogus official (who could be wearing stolen uniforms). It’s also important not to be distracted by other delivery drivers alerting or stopping you for supposed punctures, accidents, etc.

If a theft is being carried out on your vehicle stay in your cab

If you have pulled up to a location (whether that is for a delivery or parked for a break) and you realise that a theft is being carried out on your van, do not confront them. Stay in your cab. Lock the doors, start the engine, switch on the lights and if necessary, sound the horn to attract attention.

Be Alert

When driving, most of our attention is fixated on the road and traffic ahead of us. However, it’s important to take note of any vehicles behind you and ensure that they aren’t following you to a number of locations along your delivery route.

Have a fully charged phone

Whether your vehicle is being burgled while you’re in it or it has been stolen while your delivering, it’s important that you have a fully charged phone at hand to report any incidents to the police.

Are illegal raves becoming an increasing problem?

When we think of raves, we think of warehouse and underground spaces filled with revellers enjoying live performances under strobe lights and smoke machines.

But since the coronavirus pandemic hit our shores and lockdown was announced at the beginning of March 2020, concerts, live music, parties, and licensed raves were all cancelled amid fears of the number of Coronavirus infections rising.

8 months on the Coronavirus pandemic is still going on and still sees live music and concert events cancelled until further notice.

However, since the start of the pandemic and the relaxation of lockdown rules within Wales & the UK in the summer, there have been an increasing number of illegal raves springing up – enticing revellers who are looking to escape the reality of the current pandemic.

These new illegal raves are very reminiscent of the outdoor parties and warehouse raves of the ’80s and 90’s before the UK passed it’s 1994 criminal justice & public order act, which banned unlicensed parties.  Although raves never went away and went further underground, in recent years they have had a resurgence. This came to head this year when experts predicted that the drop in the number of coronavirus cases and the relaxation of restrictions during the summer would see England and Wales experience a “summer of rave” not seen since 1989.

In an email statement to Dazed, Michael Kill, the CEO of the Night Time Industries Association said “People are frustrated, they have missed festival season, summer holidays abroad, nightlife, restaurants, pubs and social gatherings in general”

Unlike in the summer where you could turn up to a field in a t-shirt and shorts and survive until the early hours, Kill says “the winter weather has meant that many of these events are now taking place in warehouses and buildings left empty by businesses who have closed due to the pandemic”. This poses a number of problems, especially as COVID can be transmitted more easily within enclosed spaces.

Although organisers of these illegal raves have been hit with fines of up to £10,000, the number of illegal raves still continues to grow. Including a rave that was openly advertised and was set to take place at a Welsh Mansion in North Wales on Saturday 14th November 2020.

As mentioned before, empty spaces such as unoccupied land, warehouses and buildings will be picked as prime places to hold illegal raves and will result in potential damages and even theft.

Fencing

If you have an empty lot or have a building/ warehouse that sits in its own grounds then it is worth investing in fencing. Cardiff: Is Knife Crime on the rise?

In a recent violent incident in the centre of Cardiff – where 6 were hurt in disorder and stabbings – there are questions surrounding whether or not the rise in knife crime is to blame.

On Saturday, 6 individuals were taken to hospital after being violently attacked by a group of four people aged 16 and 17 – one sustaining head injuries and another three stabbed (non-life-threatening). The incident was dealt with quickly by South Wales Police who detained the four people who began the attack. However, they have urged parents who suspect their child was involved in the incident to come forward.

Dept Supt Esyr Jones Said “Tackling knife crime is the responsibility of us all and any parents who have suspicions about their children being involved are not protecting them by remaining quiet”

But has this incident highlighted the increase in Knife Crime and is there enough being done to prevent such an attack from happening again?

In 2010-11 there were 382 offences of Knife Crime and other violent behaviour in the area of Cardiff. In 2018-19 that number was 737, up from 621 the year before.

Compared to London, Manchester & Liverpool, Cardiff is relatively small in size and population and has a small number of knife-related crimes compared to them. However, in 2019 there were a number of knife-related incidents. In a 3-month period during the summer of 2019, three young men in and around Cardiff lost their lives. In June Fahad Nur died after being stabbed 21 times near Cathays Train Station. Asim Khan, 21 died after being stabbed in St Mary’s Street in July and Harry Bake who was 17, died from stab wounds last September.

And earlier this year in February 2020, South Wales police were issued a Section 60 that allowed police officers the powers to stop and search those who are suspected of holding a knife in the areas of Butetown, Grangetown and Riverside. This came after two men were stabbed 24 hours of each other – one incident in Riverside’s Seamon Street and another in Butetown’s Loudon Square.

In light of the recent crimes involving knives, individuals from local communities within Cardiff have set up charities to help support young people to stay away from knife crime. James Bourne who runs local self-defence classes (Kalah) regularly gets calls from his community asking to retrieve knives that have been found within homes and understands the devastating effects Knife Crime can have (with him being a close friend to the family of Asim Kahn). In an interview with Wales Online James was asked how the issue surrounding Knife Crime could be solved and said “The only way forward is harsher sentencing powers for those found committing knife crime, and greater police power to prevent it getting to that situation”

James added, “it’s not just teaching them, it’s showing them. I show my students videos of parents who have lost their sons”. You can read more here

Two years ago, South Wales Police launched Operation Sceptre, an in your face approach to tackling knife crime and the problems of serious violence and drugs that are associated with it.

Superintendent Wendy Gunney, Lead for Operation Sceptre said “Police forces across the country have recorded a rise in knife crime but mercifully the level of those offences in South Wales is not the same as in other parts of the UK, with knife crime remaining rare for the vast majority of communities here.

“But we can never be complacent. Every incident involving a knife has consequences for all those involved and so this is an issue we take extremely seriously.

“Under Operation Sceptre we have put in place a number of measures to address any concerns communities may have and clamp down on those who are carrying and using knives.

Sentences surrounding the carrying and the use of a knife range from six months custodial sentence and a maximum of 4 years. However, there are calls for harsher and tougher sentences to be issued to those carrying knives to help dissuade others from carrying them.

Catalytic Converter Thefts Soar!

Across the UK, Car owners have been urged to take steps to protect both their vehicles from organised crimes surrounding catalytic converters.

According to an investigation conducted by the BBC, thefts of the essential exhaust components rocketed by 600% last year, with drivers footing the bill to replace stolen parts.

Recently, a family in Newport warned other residents to be vigilant after thieves stole their cars catalytic converter. You can read more here

In 2018, there were an estimated 2,000 reports of catalytic converters stolen in England and Wales, but in 2019, the figure rocketed up to nearly 13,000.

But why are catalytic converters being targeted?

Catalytic converters help control and convert vehicle emissions and are seen as an easy high-value target for criminals looking to make quick money. Catalytic converters contain a wealth of precious metals, including rhodium, palladium and platinum which can all be stripped out and sold on or the whole unit can be sold as a spare part – making it virtually untraceable.

With the recent development of hybrid technology, hybrid vehicles are particularly vulnerable as they tend to have lower emissions, meaning the metals in the catalytic converters are less corroded that in traditional petrol or diesel vehicles.

For owners who have been a victim of theft of their Catalytic converter could see a repair bill of more the £1,000. And recently the AA reported that claims can reach as much as £3,000 depending on the damaged the thieve caused when removing the part.

What do the safety experts say?

Clive Wain, head of police liaison at vehicle recovery specialist Tracker, said Owners need to make sure their vehicles are protected from thieves who often simply jack the vehicle up and unbolt the part.

He said “plugin and self-charging hybrids are a highly desirable target for thieves as their catalytic converters, which turn noxious gases (carbon dioxide, Carbon Monoxide, Nitrogen Oxides) in a cars exhaust into less harmful substances, are less corroded than those in a traditional vehicle.

“But there are some simple steps that owners can take to protect their vehicle, including physical barriers to make thieves think twice before targeting their car”

  • Park in a garage or other secure area: if you don’t have access to a garage, try to leave your car in a well-lit and overlooked area.
  • Install CCTV: The one thing thieves don’t want to do is get caught on camera. Installing cameras allows you to monitor your car and catch anyone who is looking to target it.
  • Consider installing a Thatcham approved alarm to your vehicle: As catalytic converters are located towards the front and underneath the car, many thieves will require a jack to gain access to the part. Installing a Thatcham alarm will alert you to your car either being lifted or tilted.
  • Use a catalytic converter protection device: Such as a Catloc or Catclamp which make it hard to access the converter, or have the device etched with a unique serial number.
